Latte Dock v0.10~ is the development version of Latte which is going to land next summer as v0.10... Until then of course you can still enjoy it by building it yourself from Phabricator KDE or by searching in your distro repos if it is already built daily.
In that version a new interesting feature has landed, as the title says you can now have Multiple Docks and Panels in each screen edge!

Since Latte beginning there were two important design decisions;
So, What Did Change?
Latte v0.9.x family introduced a much better Layouts and Multi-Screens architecture. New implementation is much better understandable and maintanable so there is no real reason to restrict the user to only one dock/panel for each screen edge anymore.
New Presentation Priorities
So now you can have as much docks and panels you want for each screen edge that respect the following rules:
In Single Layout mode:
In Multiple Layouts mode:
- ONLY ONE dock or panel is shown in each screen edge
- Docks that "Follow On Primary" screen must always shown compared to docks that are only assigned at Explicit Screen"

- Docks from "Shared" layouts that are set at "Explicit" screen; are shown only if their screen edge does not have any docks from [1]
- Docks from "Normal" layouts that are set to "Follow On Primary" screen; are shown only if their screen edge does not have any docks from [1] and [2]
- Docks from "Normal" layouts that are set at "Explicit" screen; are shown only if their screen edge does not have any docks from [1], [2] and [3]
